I have only ever once in my life seen an armed police officer; that was about 9 years ago in the departure lounge of Manchester Airport.

Yes, that's correct. But they are a specialist unit that only responds in emergencies where people's lives are at grave risk, ie siege and terrorist situations...mercifully rare.

One would think that those situations would be nonexistent...as the civilian population do not have guns.

You may want to add rioting and looting to that list. From what I see, you seem to have a bit of a problem with that. Something as insignificant as one team winning a football match can set off the hooligans there. That is enough to bring out the 'special' police.
