They do it here sometimes to promote a movie or a website. Usually it's something cryptic.

WTF? That's really strange. Looks legit as the people in the street were all looking up at it too. The guy filming sounds like he'd be a pretty good Wheel of Fortune contestant. It will be interesting to hear any details about the person and reasoning behind it.

Yeah I changed the title, it was misleading.
I got a warning for it as well. I just copied the link from where I got it.
Until we know who did it, then the title will stay as I changed it.

Was it Air Force?

I put it up only to find out if anyone knew the truth. It may be as you say.
I changed the title after I got a warning from a moderator (Fair I guess)

Until someone can give solid proof as to who did it and why?

if this is a joke or school project its in very poor taste and could lead many people to take it as something very bad and possibly end their own lives, ect.. Not a funny joke or a school project or art project that in any way should be done.. This a where free speech comes into play you can use freedom of speech but not when it is harmful to others.

At the time of this happening, In New York, I would be scared.
