It's probably just North Korean civilians trying to immigrate into South Korea.

I doubt it's anything to worry about.

North Korean subs have washed up on South Korean beaches a couple of times. They even discovered tunnels going from North Korea to South Korea a while back. There are tons of North Korea spies in Seoul as we speak. Nothing new, unfortunately.
