My interpretation of the pattern/ of words which represent chronological events recently are:

Terrorist, Extreme force, innocents, reduce impact, door closes/new on opens .

Therefore it reads...Terrorists are comming to use extreme force on innocents, so therefore to reduce impact implement Gun control by riding yourself of old ways of thinking (guns are good)
