crimes committed aboard the Achille Lauro in 1985. Abbas was tried in absentia in Italy in 1986, found guilty and sentenced to life in prison. There
are no charges pending against Abu Abbas in the United States. The statute of limitations has long since run out."

And the Oslo accords offered "amnesty"- not a de facto exemption (whatever that might be).
And since the accords, Abbas has been known to have visited Israel -why not accuse them of "harbouring terrorists"?
Although there was some legal US-gibberish in 1996 about the statute of limitation not having run out, as Abbas was a "fugitive from justice",
this is not realistic.
From whose justice? The Italians have pressed no case
