They really do. They are proud that 48 million people are on food stamps. They measure success by how many are on welfare rather than how many are not.

I actually support food stamp spending. It's one of the few government programs that creates jobs at the local level. Grocery stores need more employees to handle the increased customers. Increased demand for food products creates more jobs in shipping and and production. So, forth.
So, that increase in food stamp use means a growing economy unlike other government spending.
