He found the money. It was in his possession, no one was there to claim it...I believe that qualifies as "MINE!"
He has claim to everything.
Possession being the 9/10ths of the law and all. Even if this couldn't stand up in court why no reward? That's the real issue here.

Try explaining your argument to any country that has ever been conquered....you can start with the native americans and tell the anglo saxons to leave the US.....
It all depends on the laws in that state and what the person who found it actually believes, as in if it was stolen money or used in a crime, etc....if he was smart he would have turned in $10k and seen who came in to check for the money then had the cops look into it for a reward if the person was indeed a criminal.
