In the almost 30 years since Congress adopted the War Powers Resolution, presidents have regularly employed our Armed Forces in hostilities without consulting with Congress. How do they do it? They issue a report "consistent with" the resolution rather than "pursuant to" it, and claim that whatever actions they have so far taken have not triggered the 60 day grace period. They maintain, in short, that a war is not a war in order to bypass the statute.

On Stratfor's map it shows the Eisenhower in the Med as of today. I'm not seeing where it's saying about it going back to Norfolk Just says "Under way in the 6th Fleets AOR"

It's THAAD not THAD, and there are only three launchers in existence right now. They're stationed at Ft Bliss in Texas. I can't find a single source that shows them being anywhere but there. The system has only flown nine test flights, and are currently nine for nine in intercepts. There is a radar for the system in both Turkey, and the UAE, with the UAE to receive two launchers in the coming years. The radar in Turkey was just activated this summer.
Eisenhower is on the way home for deck resurfacing, because Nimitz, which was supposed to replace her in January, won't be ready to sail in time. So the Stennis will be the only carrier in the region. Black Sea Fleet's Anti-Piracy Mission Frustrated.
Black Sea Fleet (BSF) will not be able to attend the international anti-piracy campaign in the Gulf of Aden by the end of the current year. Passage of BSF task unit through the Suez Canal to the Indian Ocean was canceled; the ships will return to Sevastopol in mid-Dec, a source in Russian General Staff told Interfax. "That was caused by the situation in the East Mediterranean. No instructions to evacuate Russian citizens from the Gaza Strip were received", said the interviewee. "Black Sea Fleet flagship missile cruiser Moskva has already set a course for Sevastopol and is expected to arrive there next week. Destroyer Smetlivy is performing assigned tasks near the Crete Island, landing ships Novocherkassk and Saratov along with two auxiliary vessels are gearing up for passing Bosporus and Dardanelles straits with the view to return to home bases by the year end", said the source. "Request to pass the straits has been already addressed to Turkish authorities", he added.
