I think that HAARP is played out to be much more sinister than it really is.
It amounts to basically a research project as far as I'm concerned.
John Heckscher, Project Manager HAARP at 2:10: "HAARP began with a congressional insertion into the appropriations bill of fiscal year 1990. In essence, congress directed the DOD to explore the potential for using the auroral regions for improving communications and navigations and surveillance.
"Bernard Eastlund at 2:51: "Applications discussed in the patents included destroying missiles, communications control and disruption were included; there were some other ideas both to possibly modify weather and finally to lift a portion of the upper atmosphere further out into space where hopefully it would be able to deflect missile trajectories."
A 1990 internal document obtained by POPULAR SCIENCE says the program's overall goal is to "control ionospheric processes in such a way as to greatly improve the performance of military command, control, and communications systems."

The Army Navy/Transportable Radar Surveillance (AN/TPY-2) is a transportable X-band, high resolution, phased-array radar designed specifically for ballistic missile defense.
This invention is a method and apparatus for creating artificially ionized regions in the atmosphere utilizing ionization trails of cosmic rays and micro-meteors to ignite plasma patterns in electric field patterns formed by ground based electromagnetic wave radiators. The applications are useful for telecommunications, weather control, lightening protection and defense applications. The invention lowers the power requirements for forming artificial ionized regions in the atmosphere by a factor of up to 1600 times lower than those required in existing designs and projections for creation of artificial ionized regions in the atmosphere.
Eastlund's patent called for a heater using between 1 and 100 Gigawatts (col 7, lines 22-23). HAARP uses only 0.0036 Gigawatts. So HAARP is already a vastly reduced version of what Eastlund called for.
