It represents an Islamic tradition called the day of Ashura which is the 10th day of Muharram as a day of mourning for the martyrdom of Husayn ibn Ali, the grandson of Muhammad at the Battle of Karbala in the year 61 AH (October 10, 680 CE). Some sects of the Islamic faith like the Shi'a remember by flogging themselves with flails made of chain and they parade in the streets. They bleed in the remembrance of the sacrifices that were made for them. The Islamic calender is based on the Moon cycles not the Sun cycles so there is an 18 day difference each year for this remembrance and it rotates through the year as a result. This year it happens to be today.
