The lower house of Russia's parlaiment has ratified the Kyoto treaty. It still has not been ratified by the other half of the house, or signed into
law by the president.
20 countries have signed on to the treaty, and Russia is one of the countries left that had the people power to make it pass as international law.
If Kyoto passes Russia, it should effect greatly the way Americans do business, not only internationally, but here at home. There won't be as great
an availability of oil, unless we would accept sanctions placed upon us by the international community.
