I do not know who is right and who is wrong but when children die because of the actions of adults it makes me so sad

How about a change in modern warfare. Something like, for every non combatant Man, Woman, and Child killed the attacking Country must replace them from their own population. Maybe then they will think twice about randomly shooting off rockets, bombs, or bullets and calling them "Strategic Strikes".
