They could certainly set a minimum standard of living for those who are willing and able to work, food stamps are a step towards that. You do realize that food stamps subsidize the wages for millions of people who work at Wal Mart, grocery store chains, fast food joints and other large retail outfits.
My husband works for a grocery store. The bulk of his hours are scheduled at the beginning of each month due to the huge influx of food stamps shoppers. The rest of the month in the store is pretty dead, and his hours are cut back. The other night, his boss told him that he had been running the store for 30 years and that this was the first time he had seen it this bad.

Did you know that you can receive $200 a month on the Food Car if your income doesn't go over $1200 a month? $1200 x 12 = $14,400 a year plus $2,400 a year in Food Card Suppliments. This is total yearly amount fo $16,800 total. I'm not certain if the person is able to claim the $2,400 on their tax forms but they might be able to someway which would then make their tax return that much larger.

If I had a net worth of $10million, I'd gladly donate 50%-75% of my future earnings to help out people in need. You could even call it taxes and I'd gladly pay it.

Throwing money at a problem has not proven effective throughout History. Billionaires already through money at all kinds of philanthropy but it doesn't change anything because the change must come start within the person in need and their immediate community.
