Sounds to me like some big measures/money going to be allocated due to the events.

That hat is a message to someone. If I wore a hat, much less a hat like that, in a courtroom, I'd be told to take it off or be held in contempt. It's classless, obvious, and this is obviously symbolic. It means something.
