UNITED NATIONS, Nov 15 (Reuters) - The Palestinian Authority renewed its call on Thursday for the U.N. Security Council to take action to stop Israel's attacks against the Gaza Strip, a day after the 15-nation body held an inconclusive emergency meeting on the escalating conflict.
"The mobilization of Israeli occupying forces on the ground, including the amassing of tanks, armored vehicles and buses near the Gaza border are cause for serious concern and demand the attention of the international community," the Palestinian U.N. observer, Riyad Mansour, wrote to the U.N. Security Council.
"We thus reiterate our urgent appeal to the Security Council ... to uphold its (U.N.) Charter duties and to act now to protect the Palestinian civilian population under Israel's occupation in accordance with international humanitarian law," he wrote to Indian Ambassador Hardeep Singh Puri, president of the Security Council this month.

Israel is currently negotiating a cease-fire with Palestinians in the Gaza Strip to take effect later in the night, sources told Channel 2 on Saturday night.
GENEVA - Gaza hospitals are overwhelmed with casualties from Israel's bombings and face critical shortages of drugs and medical supplies, the World Health Organization (WHO) said on Saturday.
The UN health agency appealed for $10 million from donors to meet the need for drugs and supplies over the next three months.
Prime Minister Binyamin Netanyahu spoke with UK Prime Minister David Cameron on Saturday, telling him "no country would let its population to live under the constant threat of rockets."
Netanyahu also spoke with international leaders including German Chancellor Angela Merkel, Italian Prime Minister Mario Monti, Greek Prime Minister Antonis Samaras and Prime Minister of the Czech Republic Petr Nečas on Saturday regarding Operation Pillar of Defense.

Saline solution, suturing supplies, anaesthetics and tools, such as plates, rods, screws, needed to stabilise complex fractures are in especially short supply, he said. "What would have been enough for one week will be consumed in a few hours," said Abbas, adding that hospitals also need spare parts for CT scanning machines, which are crucial for diagnosing injuries. Most of the injuries stem from shrapnel wounds and bone fractures, with a few patients requiring amputations.
IDF soldiers patrolling the Syria border came under fire on Saturday night.
No soldiers were injured in the incident, which, according to Israeli media reports, was likely accidental spillover from fighting between the Syrian army and rebel fighters.
The IDF returned fire in the direction from which the bullets came, according to Channel 2.
