The F-15I Ra'am is the Israeli version of the F-15E, which is a tactical bomber. It can carry 23,000lbs of bombs and missiles, including JDAMs and other precision munitions. It's an outstanding bomber, but not the best fighter in the world.

Israel has the 2000lb JDAM, as well as the 500 and 1000lb weapons. It most likely was one of those launched from an F-15 or F-16.

The smaller fire was the secondary strike, yes. Looks like EMS has left the scene (probably no one left to save)..
I can't even imagine how frustrating and overwhelming the situation must be for EMS personnel in Gaza..
