Absolutely... If a person wishes to build a home in a zone that is in a flood zone / plain then that person should assume the risk on their own. Even insurance should not be forced to cover those expenses.

I agree with you 1000%. To be honest, that's an actuarian problem. As you said, flood zone and all, but that needs to be defined since it's a legal issue, and prominently so.

I still hold that healthcare is different on a few levels. A person who doesn't smoke or engage in a some other risky behavior, can still get sick. IMHO it's human to stand together in this.
