Officials in Brazil have expressed hope that they will reach a deal with the United Nations regarding their plans to enrich uranium. This optimistic view comes on the heals of a statement by International Atomic Energy Agency (IAEA) spokesperson Melissa Fleming who said : "The Brazilian government is being constructive in trying to find an appropriate solution."

RIO DE JANEIRO, Brazil - Brazilian officials expressed optimism Wednesday that they would reach agreement with United Nations inspectors over the country's contested plans to enrich uranium.

International Atomic Energy Agency spokeswoman Melissa Fleming, speaking at the U.N. agency's headquarters in Vienna, Austria, on Wednesday, said: "The Brazilian government is being constructive in trying to find an appropriate solution."

Brazil has proposed that the agency inspect the valves and tubes leading to and from the centrifuges but not view the equipment completely.

"The solution we presented met both the needs of the government and the agency," said Gustavo Cruz da Souza, a spokesman for Brazil's Science and Technology Ministry.

There are fears that Brazils reluctance to proved the IAEA with full access to its facilities that both North Korea and Iran would use it as a justification for their own refusal. Brazil uses two nuclear plants to produce just over 4% of the electricity the country needs and intends to use the enriched uranium in those reactors.

In a speech earlier last year, Lula criticized the NPT for unjustly favoring the United States and other countries possessing nuclear arms. “If someone asks me to disarm and keep a slingshot while he comes at me with a cannon, what good does that do?” he asked before a group of retired Brazilian military officers in September. Lula has also spoken out against “hegemony” and is currently developing a joint rocket program with China, the Times reports.

Following the September statements, Lula issued a clarification, insisting Brazil had no intention of nuclear arms development, but a group of U.S. legislators sent a letter to President George W. Bush criticizing Lula’s relationship with “communist dictator and sponsor of terrorism” Cuban leader Fidel Castro and said such statements raised questions about Lula’s future policies as president.


They say they have no intention of producing nuclear weapons but who knows for sure after making a statement like that?

A Washington Post article says they currently export raw Uranium to other countries who then enrich it and then return the enriched product.
They could save a few million if they do it themselves.

Brazilian officials, who oversee one of the largest uranium deposits in the world, currently pay to ship the raw metal to Canada and on to Britain, where it is enriched for use in the power plants. If Brazil mastered the complete fuel cycle, it would save $10 million to $12 million per year, the government estimates, while laying the groundwork to sell to others.

"It is a very rich market that runs into the billions each year," the Brazilian diplomat said.


It sounds like if they get the enrichment process underway, they will be exporting that enriched Uranium to other countries.
