Simple German grammer lesson.
Any word ending in -ung is female.
e.g. "Die Anweisung"
"Der Anweisung" is Dative,
"folgen" means to follow someone or something that's moving,
-not obey an order or take advice (befolgen).
so it should be "Die Anweisung ist strikt zu befolgen".
This wasn't written by a German.

Sorry man, but it's correct german. The german language is far more conplex than english. Your rules are correct, but in this case that sentence is
prefectly fine german.
Either it should be:
"Die Anweisung ist strikt zu befolgen"
"Der Anweisung ist strikt zu Folgen"
"Der Anweisung ist strikt Folge zu leisten"
Both of these sentences are a very eloquent form of German, and show that the author did have great knowledge of the german language.
