Asked hubby what a 700c is ( he's a cop) he has no clue.

He also said DHS could just be health and human services guy or anything....doesn't mean the big guys.

A witness from across the street is saying he felt a shaking before the blast too.

so were getting off track,

reports of it being a vacant house with a gas leak that built up over a long period of time then exploded. plausible?

I find no "700 code C" or anything like it in hospital codes, emergency responder codes, nor police codes.

Now this is realy getting interesting a second witness of shaking before the blast

Now a big gas line maybe 12" to 24" or bigger could produce a shaking before the explosive surface and ignited.

The other one is that it came from above. Then ignited the small gas line that supply the house when it hit.

Checked all the helicorders/seismos I can find for that area also, nothing around that time frame (10:30-11 pm EST).

See this from IndyStar

FROM 2 WEEKS AGO (Oct 25) Thieves stealing copper pipes might have caused a natural gas explosion that destroyed a vacant Indianapolis Westside house, .......

Interesting......
Peace

it may be interesting but do we know if a house filled with gas exploding can be FELT 30 miles away?

Definitely. At that point we're talking 28,000,000,000,000 watts for a 3312 m^3 house that was completely filled with gas.

No where near the same energy as feeling a 4.0 Earthquake, but I'm thinking that you guys got a lot of rattling from a surface explosion rather than more of an earthquake thing where things fall off the shelves.
