Umm, only hard wiretaps create "hissing" or "popping", a hard tap is when LEA actually need to install physical devices to wiretap... nowadays everything is digital, they dont need to install a physical device to listen in, digital taps are undetectable.

The hissing/popping is just bad cell reception.

Or to put it more properly, all communication in the US is monitored.

Every e-mail, every letter typed on the internet, every phone call, every wired
or wireless communication is "bugged."

It has been this way legally to a degree since that Patriot act-completely legal since

on sites like Alex Jone's is given *extra* scrutiny.....we already knew this
