I think we do not see Bush and Obama as same. Probably because we are not biased(unlike American exaggerate things for the part they hate), since the election has no effect on us, but being the closest country, we can see everything that is going on.
What Bush did was much worse and no way close. Obama did go off course and had patterns like Bush but not the same intensity.
And Bush had a good America handed to him when he came to office, compared to a economically fudged America for Obama.
Liked Clinton, Hated Bush, Like Obama, don't know who is next, and I only learned about democrat/Republic in 2008.

It makes no difference at all.
You are not a solitary figure when you lead a country, you have advisors, experts and active military figures advising on these matters.
It's not like he just sits there and flips a coin and says "OK, to war we go"
