This is an odd NOTAM. They usually fly the UAVs over the Nellis range. This NOTAM goes as far south as KVGT (North Las Vegas airport). It goes far enough north to reach Creech.

The time window is 11/09/2012 16:00z to 11/11/2012 23:00z or
11/09/2012 8AM to 11/11/2012 3PM. The hours are over the weekend, and Nellis is having an open house, but the area doesn't reach Nellis.

FL220 is 22kft MSL. That is flight 22kft and below, but plenty of commercial traffic in that range.

Based on what you know from tracking other air traffic, do you have any ideas on what this could be?

On another forum, it was suggested that General Atomics is doing an ADS-B. That is, fly a UAV with commercial traffic.

If this is true, the mode-s boxes in Vegas will see the test.
