Japan Could Not Track North Korea's April Missile Test!

Japan it seems had some issues recently not being able to track North Korea's April missile test. The scary thing is the missile only went 100 miles and crashed into the ocean. Japan now is trying to develop drones that will be able to track low level missiles. The cost seems very high but with japan in the flight path of most North Korean missiles, this seems like the right thing to do. Let's hope this time they get it right:
