Maybe not. A month or so ago my power went out. Obviously I did not have phone or internet in my home. I did however have it on my cell phone and was able to track my power outage and the time to get it back up.

Ok There are bunch of them where they have their cell phones charged using their automobile and the phones are working (not all the counties). I have few relatives in NJ where some are able to respond to FB via their phone.
