I have watched people in power intentionally play incompetent if it would further their goals.
Only people who are stuck in their personal pride over their objective care if those "not in the know" think they are incompetent. And if you are that
sort, you won't get to certain levels of power because the pride will get in the way.
More often though I've watched a person in power make someone below them do something seemingly incompetent without that person knowing why and having
to do it because "it's their job" (a patsy more or less).
Truth is you never really can know who is actually dumb, versus who is playing dumb because it gives them some advantage you aren't aware of from the
It's actually to the advantage of all defense departments to appear *just* competent enough to keep their citizen population content, while also
appearing *just* incompetent enough to lure the enemy into making a mistake or underestimating the true capability. And since all defense departments
know each defense department is masking their true competence... you get meta-games going on totally invisible to the public.
Most people are doing well to balance their own budget, much less keep multi-dimensional motives straight, especially from the outside where you only
have hints and shadows of what's going on under the surface.
