The "old man" who dies was named Rand. The character was a power player and heavily connected. (Even a friend of the President.) Chauncy was a mentally disabled character who goes to live with him. The wink is that at the end of the movie, the men in power at the funeral of Rand say that they've given up on backing the current president (who they presumably put in power) and the retarded gardener is who they're thinking about putting in power next.
It's a farce. Dark, but intentional.
