I can not even fathom how silly a debate about someone clapping, or not clapping on my scale of silliness is.

But since you asked: Yes please ban her. Wait .. you can't ban her, she'll just laugh at you. So what's the matter with asking if you can't ban her anyways.

''The rule: Article 9, Section A, Subsection 7: "All members of the debate audience will be instructed by the moderator before the debate goes on the air and by the moderator after the debate goes on the air not to applaud, speak, or otherwise participate in the debate by any means other than by silent observation, except as provided by the agreed upon rules of the October 16 town hall debate."

Michelle has been to so many fundraising efforts, debates, etc.....it just came to her naturally and unintentionally I'm sure. She's probably clapped so many times in the last four years that all the plugged in clapper devices in the world blew up. No harm, no foul. How this became newsworthy is beyond me.
