what dos it actually mean? im sorry if this sounds a bit stupid, but i do not know any latin. (I speak fluent pig latin though, but that is beside the point)

I'm running Netscape as my browser, so it's extreamly likely that it opens diffrent things. I wouldn't know what Explorer is, or anything else is for that matter, my Explorer got eaten by Malblast 2 years ago

According to the Netscape site, Control+I in the latest version of Netscape opens the "Bookmark Properties" dialog. I suspect that those timestamps might be when the copy of the page in your cache expires. As far as I know there's nothing inherently in static HTML pages about expiring.
