The Iranian military was so apprehensive about the threat of an Israeli airstrike on its nuclear installations in 2007 and 2008 that it mistakenly fired on civilian airliners and, in one instance, on one of its own military aircraft, according to classified American intelligence reports...

Iran apparently was a little nervous after Israel bombed the Syrian reactor site in 2007. Also noted in the article was the fact Iran built a target site simulating Dimona and Haifa for daily air-to-ground training.

Reminds me of the Cold War aviation mishaps and near-mishaps. Nervous people make mistakes.

Possibly for the same reasons they pushed for a 'no fly zone' in Libya (and got it) and are in the process of pushing for a 'no fly zone' over Syria now too. It is the same tactic as used before and worked.
