Where are you getting this bit about "Fox News confirmed 13 of them"? That article is well written, but it started to lose a bit of credibility when it sourced WND. It also simply lists locations at the end, with no cooberating evidence of these, no pictures, etc.

They are coffin liners, not coffins themselves and they are mandated by states laws to be used when burying a body.
If a mass death were to occur and some semblance of government somehow continued, they would just dig a big pit and dispose of the bodies that way, or more than likely, a big pile and torch them.
Why take the time to stack 'em in plastic?
