Thats certainly most of it.
The biggest reason why the "20 times" claim doesnt work is that its a MISTAKE by a journalist and the inventors themselves make no such claim at all.

The v3solar site itself says...

a square meter of sunlight has a maximum energy content of 1,000 watts. Based on this, a 20% efficient photovoltaic (PV) panel should produce 200 watts of energy from one square meter of sunlight.
...
With appropriate lensing, our 1000 watt Spin Cell is expected to use less than 0.20 square meters of 20% efficiency PV as the sunlight is concentrated 20X and efficiency is increased.

So as you say, they're only claiming 5 times more power, and this only after they add lenses.
