The article does a poor job of trying to explain what is causing the decrease. But here is a thought, in 2008 we had more troops deployed overseas where they would need an absentee ballot than we do today.

Also, the article doesn't say how many of the 126,251 service members in VA are currently deployed overseas. It only states that they are active service members.


Leon Panetta was sworn in as sec of Defense in 2011 after he oversaw the Bin Ladin kill. He replaced Gates, and was formerly CiA director. An Obama appointee. He's been a Democrat since 1971.

I'm calling BS on this. In 2010 I was the guy that got stuck handling voter registration for my unit in the army. Every unit has one, and we get stuck (can you guess I didn't volenteer?) putting out information regarding and assisting anyone who wants one in getting an absentee ballot.
