where there is none:

The "Election Day Manual" — written for Kerry's Colorado campaign workers — includes a menu of options Democrats can follow next month to claim
Republican intimidation, ranging from issuing press releases to organizing minority leaders to denounce the practice.

There are bound to be dozens of claims of foul play from both sides after Bush wins. They have had 4 years to prepare for and prevent this type of
illegal activity; I wonder why the laws are not applied more rigorously.
