I wouldn't want to see the US troops out of Iraq within the next few months. However, a continued US presence past 12-18 months is a real problem,
and I think that's what Bush and Rumsfield would like to see. At the very least they've already said that they want "access" for the foreseeable
future. (i.e. a staging post for attacks on Syria or Iran if that becomes necessary)
There is a win situation. The UN get involved, and Iraq is handed over to a UN interim administration, followed by an Iraqi administration with UN
overseers, followed by Iraqi self-rule.
Of course, there's no chance of that because it involves the UN... but without the UN there's no legitimacy. As you say, catch-22. (unless Bush
looks towards the international community in a meaningful way)
