Doesn't sound like a particularly bad idea.
I'm not too knowledgeable on "small people" physiology, but I've always heard they have issues with their back. I'm sure it would be better for them to be in a low gravity environment where they don't have to do much walking/supporting their weight.

Steven Hawking the Astrophysicist and proponent of moving off planet Earth said he was pretty sore after his zero gravity test flights. Hawking is the type that would dream up a low power stealth Quasar device to numb back pain so we need to keep things in perspective.

eheh i just assumed that the shuttle needs to be a certain size to accommodate all the tech, and so that means there is a certain size to the whole thing that is just more comfortable to use for a regular sized adult

That's probably why they seem pretty disgruntled all the time. Not used to all this damn gravity here on Earth. Slows em down.
(Disclosure: I don't personally know any little people. They could be quite joyous for all I know. Or perhaps even have a wide variety of personality types. Similar to the inferior tall species they share the planet- but not the moon- with.)
