US President Barack Obama sent Afghan President Hamid Karzai a letter of apology over the burning of copies of the Koran overseen by a US officer at a US military base, Karzai’s office said Thursday.

I believe "foreign aid" falls under"state" and not D.o.d.But I could be wrong.. After all it is funneled through various executive branch outreach programs : I.E. Agricultural aid through the "dept. of agriculture"; etc.And directly through contact with the diplomats and attache's in the embassies(A.K.A.the"state dept.")

So if you were POTUS, what would you have done in Bush's stead in response to 9-11? I'm just wondering because a lot of people criticize him but I would like to know if people would have sat around and twiddled their thumbs. Would you give more money to the arab world as Obama is doing?
