There is absolutely nothing to show that the picture in question is in San Francisco. In fact that looks like another Chinese destroyer in the background, and the helicopters flying past it appear Chinese as well, they aren't anything in the US Navy. All that is, is a picture of a Chinese warship somewhere at sea.

That is the Xuzhou, during a parade of warships on April 23, 2009, off of Qingdao, in the Shand ong province off the eastern portion of China.
