FEMA Suspicious Activity Reporting (SAR)

Abstract

The Federal Emergency Management Agency (FEMA),
a component of the Department of Homeland Security (DHS),
manages a process for Suspicious Activity Reporting (SAR).

This process, assigned to FEMA’s Office of the Chief Security Officer (OCSO),
is designed to collect, investigate, analyze, and report suspicious activities to
the Federal Bureau of Investigations (FBI) Joint Terrorism Task Force (JTTF),
Federal Protective Service (FPS), and/or other federal, state, or local law enforcement
authorities required to investigate and respond to terrorist threats or hazards to homeland security.

FEMA is conducting this privacy impact assessment (PIA) because this SAR
process collects, maintains, and uses personally identifiable information (PII).

yet another layer of info collection...
and investigation...

but what got me was this little extra...
not only are they collecting info on criminals, but also people reporting crime.... why?

More specifically, FEMA OCSO will collect, maintain, use, and retrieve
records on individuals who report suspicious activities,
individuals reported as being involved in suspicious activities, and individuals charged with the investigation, analysis, and appropriate handling of suspicious activity reports.

any ideas on what else all this is about???

Is your question intentionally naïve? This aint the Boy Scouts of America!

Its about how to participate voluntarily in the further development of a Nazi/Zionist Police State.....

Any indication why you specifically received this email? I don't know if this isn't a thinly veiled attempt to gather more info on prepared individuals. I would have nothing to do with that whole situation...

hi SilverStarGazer, thanks for the reply...

+
good question, apart from the E/Q alerts ( and tsunami), which come from other "agencies",
i dont normally get emails from FEMA

the actual email said this...

September is National Preparedness Month and FEMA invites you
to pledge to prepare now by joining the National Preparedness Coalition.

The National Preparedness Coalition Online Community is where
we connect and collaborate on emergency preparedness.

Use it to empower yourself to prepare and to coordinate preparedness
activities with your family, neighbors, co-workers, and those with whom you may study or worship.

Did the E-mail ask for any personal information in the application?
Could also be a scam. Maybe someone is trying to set up places to rob in case of an emergency
"Stock up Albacore tuna and miracle whip" Next guy has to stock up clam chowder and canned shrimp. Who knows, sounds fishy to me.

I'd say that if you want your foot in the door, you SHOULD volunteer. After all, FEMA will have resources available. If you truly want to help your fellow man, join up, get involved.....you don't HAVE to rat on anyone....you know, hear no evil, see no evil...... There is nothing wrong in being prepared or helping others to prepare. Katrina was a big fail, I think we should try to prevent a similar situation. Teaching people to be prepared is a blessing, regardless of the evil government intentions. To totally back away and remain uninvolved is cowardice. This is where the men are men and the boys are boys, sheep are sheep.....I don't know, something like that. Do what YOU think is RIGHT.

I dont see nothing wrong with FEMA, why not be prepared for a disaster. I think the voluntary service idea is amazing. Brings communities together, ensures safety of a community. I must agree, yes it is very suspicious, its as if the higher powers 'know' whats up and coming. If britain had such a group i'd be straight involved. When the shtf i'd like the reassurance that my family has increased chance of survival because a close knit, well prepared community and country.

I think if you got this letter you are on some list. Odd that you are in Australlia. Wonder what they want with you?
were I you, I would be nervous. Exactly how did they get your email? Why are they bothering an aussie for this?
Watch your back.

Corporate Leninism by any other name is still Corporate Leninism.

Welcome to new north korea. I am sure they have 2/3 of the people here in some regional fusion center database.

As someone already said - keeping information on the one's reporting the "suspicious" activity simply allows them to know who reported what when and if it paid off.

As expat said HUMINT sources are graded according to the value or veracity of the information they provide. They are also graded on their motivation and other things but that’s all irrelevant here.

The point is, it is so they can differentiate between the retired old lady down the street who sees every immigrant as "suspicious" and the guy who called once but saw someone activating a bomb. If one makes calls all the time but they never pay off future calls are likely to be ignored or at least deprioritized.

Also, they’d be able to have a record and establish if say you keep reporting your neighbor because you just don’t like him and wanted to make trouble.

Think of it as the Boy who cried wolf.

This excerpt seems to be written by a third grader for first graders. It seems written by folks who live in a hermetically sealed reality in the hopes that folks don't notice the complete disconnect from the reality of experiences like Katrina etc. Or, more likely, it was written by a bot.
