At the .22 mark it does pause for a moment twice as long as it should.
Playing the devils advocate (Ha ha) Ever watch a ghost hunters show? it is common for ghost to absorb electricity from the environment around them. It's then possible that the activity of the ghost manifesting itself in a form physical enough to move the paper towels, leached the electricity from the camera, causing it to seem to pause momentarily.
So, the pause itself doesn't mean this is fake.

Yup. Good catch. Definitely fake. Sounds like some of the background sound cuts out right when it freezes too.
