You probably mean the system oft referred to as 'Rods from God" which has been mentioned a few times in various forums.

Niven and Pournelle, in their novel "Footfall" talk about just such kinetic-kill weapons ('computerized crowbars') used to destroy point targets such as tanks or helicopters from orbit.
