I wasn't really talking about freezing. There are times when the temperature is well above freezing on Mars.

I was talking about evaporation. Because of the extremely low surface pressures liquid water could not last long when exposed to the atmosphere. High brine concentrations would extend the evaporation time somewhat but it would still dry up relatively quickly.
