20,000 a year? That seems abnormally high, This is beginning to look like someone has a nice little business going on down there charging the government for taking care of these involuntarily incarcerated people. If this story hadn't received such wide publicity and if Raub hadn't got a lawyer, who knows how long he would have been kept? I wonder how many more like Raub are still being held against their will in Virginia?
