Wrong. Communism is horizontal collectivist and your use of 'enacting laws by decree' implies totalitarian rule, which runs entirely contrary to
horizontal collectivist philosophy. Keep in mind that what the media often tells you are 'communist' governments today are anything but and are, in
fact, communist in name only (think Stalinist Russia). Furthermore, 'enacting laws by decree' in the manner you suggested is a relatively common
part of just about any system of government...except true communism.
