Looks like a balloon to me

Ciudad Juarez is one of the major cities dealing with cartel activity.

I'm almost 100% sure this is some kind of surveillance craft. Hard to tell though, it seems pretty stationary.

Why do these videos always stop while the objects are still flying around??!! It's so frustrating. If I was ever lucky enough to film something like this I wouldn't stop until the object had been identified or it accelerates to hyperspace.

Would have been nice if the camera man would have attempted to zoom in on the object. This could literally be anything. The video lacks detail to rule out possibilities.

My question here is, why does the camera ALWAYS move so much?

When people make videos of normal things they tend to hold the camera still but the minute it's to do with a UFO, the camera wobbles like there's no tomorrow ...

Looks like a balloon to me. Possibly tethered since it didn't move.

Considering all the drug trafficking going on in Ciudad, as mentioned, the balloon could be a survey drone of sorts, but, I'm guessing there's higher probability it may very well be a something belonging to those participating in illegal activity; a signal, or a poor-man's cheap and expendable balloon drone to give greater line of sight over territory against infringement by the law.

He was at full zoom already. At the very end he zooms back. Looks to be drifting aimlessly to me. There is only a small part of the time we get a piece of foreground to judge movement. Balloon, or drone.

If that was a drone, it would shortly be a dead drone. The cartels would be using that thing as target practice. If it was a balloon people wouldn't be on the rooftops checking it out.

Yeah whether its real or not OP's title is very misleading..
