In most states in the USA you can only stay on welfare for a couple years, then you get cut off. The majority of the poor has a job anyway.

Do you think it is possible that by lowering the bar for blacks, by keeping expectations down because of "what they have gone thru as a race"

Whenever a “person of color” is acknowledge in a positive way through the description of skin color or ethnicity (such as, “Jackie Robinson was the first Black baseball player ” or “Bruce Lee was the most famous actor of Chinese descent”), there are White folks who begin to scream “Reverse racism!” as if that has any validity.
any local, state or federal policy that has any hint of being specified towards “people of color” (such as, Affirmative Action, Equal Opportunity in Education...)
The right wing popularized the term “Reverse Racism” because they were really angry at having their White privileges challenged.
