did you see the image on the link? Its a indirect indication to the innuendo and ofcourse a slap to the staff and agency.

I guess so. Generally majority of the IT work is handled by contractors including crucial infrastructure work. I wonder if they are handling the network and infrastructure tasks internally upto a major extent? Not that it cannot work. But it can certainly work when the liability is delegated to a private contractor to handle this aspect.
