I guess so. Generally majority of the IT work is handled by contractors including crucial infrastructure work. I wonder if they are handling the network and infrastructure tasks internally upto a major extent? Not that it cannot work. But it can certainly work when the liability is delegated to a private contractor to handle this aspect.

Seriously, though . . . you'd figure that'd be high on the IT folks list in setting up the infrastructure . . . some great planning in the old administration there, eh?
