Silly question, right? Except it's those small things that always seem to elude me.

So, I uploaded a graphic to tinypic and inserted it into TOOL>AVATAR - clicked submit and nothing.

What should I be doing differently?

You must upload your image to your ATS PHOTO UPLOADS, located under TOOLS.

Please make sure you follow ATS AVATAR Guidelines

and
