Now that's wierd. It looks like a dog, but then again it doesn't....so I have no clue/

Is that an extra piece of skin on it's right side? What is that?

Nope. Those are definitely not rat's teeth. They have two incisor-thingies on their lower jaw which act like scissors.

By the second picture posted....


We have an approximate size of this creature. The railroad tie behind it is approximately 8 inches thick. having this measurement and seeing that it is only about half that, this creature is about 4 inches thick. Knowing this, we can guesstimate it to be about 10 inches from butt to nose, which is consistent with a common adult rat. It was in the water for however long which accounts for the bloating and disfigurement as well as fur loss, as water bloating can release the follicles. I would venture to say that it is nothing more than a bloated decomposing rat, although it does have the appearance of a hideous monster in this form.

Edit to add: from the OPs source....

UPDATE: While a spokesperson for the Parks Department believes the animal was a "cooked pig"-- of which the Department's since disposed-- Paul Curtis, an animal expert told Gothamist:


The parks department is insane in the membrane they should go back to MickyDs. Where do they get these people?
