In fact, this whole "Oh no, he may stay in power" just sets the stage for people to be relieved when a new guy comes in, and it creates a false sense of hope due to a false sense of fear.

I'm glad someone brought that up. This makes great sense as a strategy to manipulate the public. At first glance, it seemed like simple fearmongering, but it is more useful than that.
